“Download quota exceeded” has nothing to do with your storage. It means too many people downloaded that file recently — Google’s abuse limit, applied to the file itself, not to you.
Which is why the usual advice (“clear space”, “upgrade storage”) does nothing at all.
What is actually happening
Google caps how many times a shared file can be downloaded in a rolling 24-hour window. When a link circulates — posted in a group, shared in a class, picked up by a bot — the file hits that cap and locks for everyone, including people who have never opened it.
Google does not publish the number, and it scales with file size. The important part: it resets on its own, usually within 24 hours.
Fix 1: Make your own copy
This is the one that works, and most people never try it.
The quota applies to downloading, not to copying within Drive. So:
- Open the file’s share link (view access is enough)
- Click the Add to Drive or Make a copy icon
- Open your copy from your own Drive and download from there
Your copy is a new file with its own quota, and it downloads immediately. For Docs, Sheets and Slides use File → Make a copy.
Fix 2: If you own the file, break the crowd up
The lock is on that one file, so give people different files.
- Duplicate it two or three times and hand different groups different links. Each copy carries its own quota.
- Move it into a shared folder and give folder access rather than a public link — people copy from the folder instead of downloading through a link.
- Turn off “anyone with the link” if it leaked. Restricted sharing stops bots hitting it, which is often the real cause.
Fix 3: Check it is not a bot
If a file you barely shared keeps hitting quota, the link probably escaped. Open the file’s sharing settings and look at the access level. “Anyone with the link” means it can be crawled, indexed, and scraped — and a single automated scraper can exhaust a quota overnight.
Switch to “Restricted” and add named people. If it must stay public, expect this to recur and plan for the copy method above.
Fix 4: Wait it out
Unsatisfying, and correct. The window is rolling, so it clears roughly 24 hours after the burst of downloads. Nothing you do speeds it up.
If you need the file sooner and cannot copy it, ask the owner to send it another way — email attachment, a fresh duplicate, or a different service.

Preventing it
If you distribute files to a lot of people, stop sharing one link publicly.
- Share a folder, not a file — recipients copy rather than download
- For anything large, use a service built for distribution rather than Drive
- Keep a master copy private and share duplicates, so you can regenerate a fresh link instantly when one locks
- Never post a Drive link publicly if the file matters — crawlers will find it
